Rockwood residents who are tired of dealing with drug use and its byproducts -- graffiti, vandalism, prostitution and theft -- said Thursday they are encouraged by the proposal, which surfaced six weeks ago as the idea of a city police detective.
They consider it another important strategy for cleaning up a blighted area of northwest Gresham that serves as the gateway for the city and a corridor for drug-dealing along the MAX light-rail line.

 TriMet General Manager Fred Hansen said he expects to start a "broader conversation" with the public and business community about Fareless Square's future. He said he has no timetable for making decisions or changes.

      Hansen said TriMet's own police staff as well as the federal Department of Homeland Security have expressed safety concerns about the fareless policy. Bus riders can board all buses and trains for free downtown, and MAX train and some buses are free between downtown and Lloyd Center.

After all, in 20 years, Rockwood has deteriorated from a modest but respectable middle-class neighborhood to an area struggling with poverty and crime. The city's jobs-to-housing imbalance is the worst in the metropolitan area, requiring nearly half of residents to endure long commutes to work. The civic core along the light-rail line, while soon to trumpet the city's tallest building, is, in the eyes of city planners, a work in progress.
