But some of the strangers parking in Hartel's neighborhood seem to be avoiding TriMet park-and-ride lots at Northeast 181st Avenue and Burnside, at 122nd Avenue and Burnside, and at the Gateway Transit Center.

"I don't know if they are filled, but they have vandalism and theft in those," Hartel said. "Those kinds of concerns are neighborhood concerns, too. Parked cars bring people you don't really need into the neighborhood."
