      A serial rapist who escaped from the Washington County Courthouse
was captured Wednesday night by three citizens who recognized him on a
MAX train and chased him down when he got off near the Hillsboro Airport.

Summary: The agency's director of security credits the attentiveness of Hillsboro
and Beaverton police for keeping crime at bay More than a year and half after
MAX started running on the westside, police say it is one of the safest ways to
travel from Hillsboro to downtown Portland.

"Some people thought it would open the door (for crime), and
it just hasn't," said Officer Mark Hyde, Beaverton police spokesman.

  (Tri-Met's director of security, Cliff ) Jensen said policing
efforts have kept MAX safe. There were early concerns about
the potential for increased gang activity.

      "I have to give Hillsboro and Beaverton a lot of credit,"
Jensen said. "If they didn't do as much as they did, we would
