GANGS MAY BE A CAUSE OF GRESHAM'S CRIME JUMP

      Gresham police and county sheriff's deputies increasingly are running
across gang members from Portland on MAX. In many cases, they come
to east county to hide, he said.

      Also, judges are putting more troubled youths in local foster homes to
get them away from bad influences. But the youths sometimes just organize
gangs in Gresham.

      ``We don't feel the least bit discouraged,'' Johnson said. The Gresham
Police Department is changing its structure to encourage community policing,
which emphasizes solving neighborhood problems before they get out of control.
